Congress claimed on Thursday that the Center was issuing notices to farmers deemed ineligible under the PM-KISAN program to recover the money paid to them, and demanded that the recovery of “poor annadaatas” be immediately arrested.
The opposition party said that while the government is “forgoing hundreds of thousands of dollars” in loans to its industrial friends, it is taking money back from farmers.
Addressing a press conference at the AICC headquarters here, Congress spokesman Akhilesh Pratap Singh said that by declaring farmers ineligible under the Kisan Samman Nidhi, the central government has started to take back the silver.
“Instead of Kisan Samman Nidhi, this central government decision became “Kisan Apman Nidhi”. The government, forgoing millions of dollars in loans from its industrial friends, takes back the money given to the poor ‘annadaatas’ of the country…” Singh said.

“Now the central government is saying that those who are not eligible and who received the amount under the Kisan Samman Nidhi should return the money. The government said money had been transferred to ineligible recipients under the PM-KISAN scheme and notice had been issued to states for refunds. A function has been created on the web portal through which any individual farmer can return the money through the Non-Tax Receipt Portal (NTRP) system.
The Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN), which was announced in February 2019, is a central scheme that aims to provide financial assistance to landlord farming families, subject to certain exclusion criteria, for their to cover expenses related to agriculture and related activities as well as domestic needs.
Singh also said that Uttar Pradesh should be declared a drought affected state as this year there has been 44% less rainfall than average which has caused all crops in Kharif to dry out.
“Along with this, after declaring the state drought-affected, all farmers in the state should immediately receive compensation for their crops. Interest on all agricultural loans from farmers, such as farm equipment, fertilizers, seeds, pesticides, should be deferred for six months,” Singh said.
The Congress leader alleged that ahead of the 2022 Assembly elections, the Uttar Pradesh government launched the free food grain scheme to eligible cardholders to sway their votes, which has now been stopped.
“With the goal now achieved, the vote taken, the free ration has also been stopped,” he said.
“Unemployment and poverty have increased further. The purchasing power of the poor has further diminished. NCRB data shows that day laborer suicides have increased. Shutting down the free ration system at such a time exposes the state government’s policy of selfishness and wickedness,” he said.
